Assignment Description:

The assignment is divided into two closely related projects.

Project 1: The client is conducting a national procurement of financial systems by establishing a dynamic purchasing system. The dynamic purchasing system for financial systems can be used by municipalities, regions, and their companies. The client wishes to supplement the team with expertise and experience in project managing national procurements where all municipalities and regions are customers, combined with experience in the market for financial system suppliers, which is what is requested from the consultant in this consultancy assignment.


Project 2: The client is running the project "Standardization for Operational Systems in Social Services." The project aims to create increased understanding between municipalities and the supplier market regarding operational systems in social services and contribute to increased standardization of these systems and procurements. The project will develop, among other things, requirement appendices and contract documents to be used by municipalities in their procurements.

The assignments are closely linked, and the requirements, contract documents, and guidelines developed shall be as similar as possible across projects – hence, one and the same consultant is desired as a resource for both projects. The assignments require expertise in, among other things, procurement/LOU, national procurements for municipalities and regions, DIS (dynamic purchasing systems), and the market for financial systems as well as operational systems for social services. Furthermore, the assignment requires investigative, strategic, and analytical ability, project management skills, and some technical competence from the consultant.


Scope

The client needs a consultant for a total of 40-60% of a full-time position to lead the national procurement of financial systems together with the procurement team, and to assist the project Standardization of Operational Systems for Social Services.


The assignments mainly consist of:

-Project managing the national procurement of financial systems (establish a dynamic purchasing system) together with the procurement team, including:

-Investigating the needs picture, conducting supplier dialogues, strategic choices for the procurement, developing requirement and contract documents and support materials, and collaborating with municipalities that will procure via the DIS. The client also needs corresponding competence and support in the Handshake initiative Standardization of Operational Systems for Social Services. The assignment mainly consists of:


-Finalizing contract appendices/templates to support procuring municipalities, which includes meetings with suppliers and municipalities, consultations, and handling consultation responses

-Assisting project management in procurement matters, and when needed, participating in meetings and seminars with nearby procuring municipalities

-When needed, supplementing and adjusting procurement guidelines, as well as formulating requirements for the national requirement library that exists for the area.


Timing

The contract applies to the performance of the assignment at approximately 40-60% of a full-time position per month, with a preliminary start date of July 1, 2026, and at the latest until April 30, 2027. The purchasing center estimates that the contract will run through April 30. After December 31, 2026, the purchasing center may terminate the contract with 30 days' notice.

- The client will monthly confirm the estimated scope for the upcoming period together with the consultant.

- The client has the ability to adjust the percentage scope from month to month.

- During the contract period, the parties will continuously discuss planning and implementation of planned tasks to collaborate in the best possible way.


Mandatory Requirements:

1) The offered consultant must have experience in national procurement (where all municipalities and regions are direct customers) of framework agreements or DIS for at least one digital service.

2) The offered consultant must have experience in at least one procurement (including requirement specification) of financial systems.

3) The offered consultant must have experience in at least one procurement (including requirement specification) of operational systems for social services.


Meritorious:

The following additional experiences and competencies add value in this procurement:

1) Project management experience

2) Experience in establishing a national dynamic purchasing system for a digital service(s) (i.e., where municipalities, regions, and their companies are customers)

3) Experience and very good knowledge of procuring operational systems for social services, including requirement specification, technical and legal aspects, and evaluation issues

4) Experience and very good knowledge of procuring financial systems, including requirement specification, technical aspects, and evaluation issues

5) Experience and very good knowledge of various requirement specification techniques (functional requirements, etc.) in procuring digital services and of what is important to consider when designing, delimiting, and packaging a dynamic purchasing system

6) Very good experience with the Public Procurement Act (LOU) through previous procurements, experience in investigating the needs picture of municipalities and regions, conducting supplier dialogues, creating and collaborating with reference groups, creating and collaborating with a steering group consisting of appropriate decision-makers in municipalities and regions

Start date: Preliminary start July 1, 2026

End date: At the latest until April 30, 2027

Location: The assignment must be able to be carried out on-site at SKR's/Addas offices in Stockholm combined with remote work (if desired)

Working hours/Scope: Approximately 40-60% of a full-time position per month
